Crew Manager Quinnell Joins International Operation Florian Project Team in Zimbabwe

Crew Manager Toby Quinnell, from Mid and West Wales Fire and Rescue Service (MAWWFRS) Pontardawe Fire Station, has been selected to join the international Operation Florian Project Team, delivering Phase 13 of the Bulawayo 2026 Fire Service Development Mission in Zimbabwe this March.

Crew Manager Toby Quinnell, from Mid and West Wales Fire and Rescue Service (MAWWFRS) Pontardawe Fire Station, has been selected to join the international Operation Florian Project Team, delivering Phase 13 of the Bulawayo 2026 Fire Service Development Mission in Zimbabwe this March.

Operation Florian is UK-based Fire and Rescue humanitarian charity that promotes the protection of life amongst communities in need in any part of the world by the provision of equipment and training to improve firefighting, first aid and rescue capabilities.

Toby will join a specialist team of 18 operational firefighters from across the UK who will travel to Bulawayo to support local Fire Service development through training, equipment handover, and strategic collaboration.

Throughout the mission, Toby and the team will take part in delivering essential firefighter training, assist with operational capacity building, and strengthen long-term partnerships between UK and Zimbabwean Fire and Rescue Services. All flights, accommodation, meals, and in-country transport for the team are funded by Operation Florian.

Representing MAWWFRS, Crew Manager Quinnell, said:

This mission gives me the chance not only to support communities facing significant challenges, but also to develop my own skills and experience.

In a time when the world is facing increasing pressures, strengthening international resilience has never been more important. We must work together across borders to share knowledge, support one another, and build safer, stronger communities wherever we can.”

Toby’s selection reflects his commitment to community safety and professional development, as well as the strong reputation of Mid and West Wales Fire and Rescue Service personnel in international humanitarian work.
